The first reading is the interesting one. Development and philanthropy spend a great deal of effort on the question of how much of a donated pound reaches the person it was meant for, and an organisation, platform, or standard named for that transfer would have a name that states its purpose exactly. Direct-giving platforms, transparency initiatives, and impact measurement bodies all fit.
Operations to board suits governance tooling for nonprofits, a small but real software niche.
The .org is doing important work here. The same three characters on a commercial extension would read as B2B jargon; on .org they read as mission. The extension changes the meaning, which is unusual and useful.
